From my research it leads me to think it either comes from a mayoral car of the district LENGERICH in Germany (as it seems to be a coat of arms)  or possibly a cap badge, or a heraldy badge of some kind ,from the district of LENGERICH Germany,i do think the badge is pre 1930.
